pretty much any of the 3d modelling apps out there will let you do it.
Tip: whichever software you’re using, set up a vertical plane and apply a material which uses the reference picture. You can then use this to model against.
If you’re talking about extrapolating a 3d model from the picture itself, like automatically, you’ll have a difficult job.
